With its growing participation in paddleboard racing, the Outrigger Canoe Club established a Paddleboard Governing Committee in 1978 to plan, promote and organize the Club’s annual paddleboard race, together with overseeing rule changes governing size and style of boards, length of the course and classes of boards. The governing committee was composed of Fred Hemmings Jr., Cline Mann, internationally-known designer of surfboards and boats Joe Quigg, Club Captain John Beaumont, former Diamond Head Paddleboard Race record holder Ron Sorrell and paddleboard racing competitor Dale Hope.
By 1979, the OCC Board of Directors had established a Paddleboard Committee as a standing committee of the Athletic Committee. Dale Hope was the first chair of the committee.
The Paddleboard Committee currently sponsors two paddleboard races each year, Scratchfest, which is a surf relay, on the first Saturday of June, and the prestigious Cline Mann Ko`olaupoko Memorial Paddleboard Race, usually held on the Saturday after the 4th of July.
