In 2013, the Outrigger Canoe Club revived its old tradition of a summer surf paddleboard race in honor of Cline Mann, naming it the Scratch Fest Surf Relay Race. A buoy is set outside of Old Man’s Bowl, approximately one-half mile from the OCC Beach through the Kapua Channel. Each paddler completes two laps of the course. The race starts with the traditional emptying of a Budweiser in honor of Cline. There are four divisions: Groms (under 18), Same Last Name, Total Combined Ages Under 75 and Total Combined Ages Over 75. In 2014 a Makule division was added.
To encourage youth participation in paddleboarding, a paddleboard clinic is held before the race with experienced paddleboarders teaching the Groms the rules of racing, how to round the buoy, how to change t-shirts with their teammates and how to finish the race. Following the clinic, the Groms have their own relay races on a shorter course around the windsock and back to the beach. A good time is had by all.
